What decides whether you can sell at all.

Before a product competes on price or quality, it has to be allowed on the roof. In the United States that permission is not granted once, nationally. It is decided in pieces, by codes that change from one place to the next, by the approvals a product carries, and by who is even allowed to install it. This section takes that fragmented landscape apart one piece at a time, starting with the shape of the whole thing and working down to the gates that decide whether you are in the market at all.
